Randomized Short Hash for Non-Versioned Local Libs

Now you can play locally without any limits and no need to bump library version. When you run Gateway without project key or with key but apply flag -no-versioning you can run it with new iterations of your module without bumping version. Each start will produce new randomize name for your library so it does not get conflicted with previous version.
